As an Officer of Offshore Funding and Grants at Indonesia Electricity Company (PLN), Gregorius Aditya Kevin acts as a strategic catalyst within the Corporate Finance Division. Over the past five years, he has managed a diversified international financing portfolio of approximately USD 4 billion, mobilizing capital from multilateral development banks, bilateral institutions, and commercial lenders. His core mandate is to ensure that PLN's financial sustainability and Indonesia’s ambitious energy transition are underpinned by resilient, bankable financial structures that resonate with global stakeholders and align with national development goals.

Orchestrating the Energy Transition: Sustainable Finance and a Vision for ASEAN 

Navigating the complexities of global energy markets, he has secured funding for critical national projects. He was part of the core team that successfully structured PLN’s inaugural USD 750 million syndicated green loan in 2022 to finance renewable energy. This issuance successfully made PLN to be awarded globally as the best Green Loan in 2023 and 2024 from Triple A – The Asset. Recently, he served as the focal person for the USD 500 million Indonesia-Electricity Network Transformation (I-ENET) Program, signed in December 2025 with the World Bank. Targeting the critical economic hubs of Java, Madura, and Bali, this initiative funds the grid's digital transformation including SCADA and ADMS to enhance our distribution system and climate resilience. Additionally, he manages the KfW portion of the RBL Accelerating Indonesia's Clean Energy Transition (AICET) program. Signed in March 2026, this USD 302 million equivalent facility is pivotal in expediting renewable energy deployment across the archipelago.

Beyond technical execution, he recognized the need to diversify capital streams and served as the person in charge in developing PLN’s new Sustainable Financing Framework (SFF) alongside the World Bank and IFC. This framework strategically expands our "use-of-proceeds" beyond green initiatives to include crucial social categories like inclusive rural electrification. He firmly believes this SFF can serve as a blueprint for ASEAN. By establishing robust, ESG-aligned frameworks, member states can unlock massive thematic financing pools such as green, social, and sustainability bonds and loans to fund the cross-border infrastructure necessary for ASEAN to grow bigger and advance globally.

Gregorius Aditya Kevin’s capacity to navigate this high-stakes ecosystem was profoundly enriched by the UK-funded ASEAN Sustainable Leadership in Infrastructure Program (ASLIP). Receiving the honours of Community Catalyst and Cohort Convenor 2025 is a moment he approaches with deep humility. He views his honorary awards not as personal accolades, but as a binding commitment to service and a reflection of our cohort's incredible synergy. They reinforce his belief that public sector leadership must be rooted in meritocracy, intellectual credibility, and a shared purpose for the greater good.

In order to build a bigger, better, and stronger ASEAN, he believes that we must forge deep, strategic partnerships driven by consensus and mutual benefit. Private entities, state-owned enterprises, and governments across the region must align their decarbonization priorities and standardize their financing frameworks to attract global investors. He believes we must transcend transactional interactions and build a deeply interconnected ecosystem of knowledge exchange, technical cooperation, and shared mutual goals. By prioritizing cross-border collaboration, according to Kevin, we elevate the economic and environmental resilience of the entire region.
