MINISTRY OF RURAL DEVELOPMENT,  PUBLIC HEALTH AND RURAL DEVELOPMENT SPECIALIST - CAMBODIA - ASLIP 2026

At the Ministry of Rural Development (MRD) in Cambodia, Polim Prum’s office is currently spearheading the technical design and framework for a South-South Cooperation (SSC) Project on Climate-Resilient Water, Sanitation, and Hygiene (WASH). Although this initiative is currently in its strategic planning and resource-mobilizsation phase, it represents a high-impact pilot designed to address the urgent need for sustainable infrastructure in climate-vulnerable rural areas. 

A Scalable Vision for Resilience 

The project’s primary objective is to transform traditional rural WASH services into "Climate-Smart" systems. Leveraging insights from his recent monitoring missions in Kampong Chhnang and Kampot, he is leading the preparation of a technical roadmap that focuses on:
  • Climate-Adaptive Infrastructure: Proposing innovative designs like elevated latrines and flood-protected water sources to ensure service continuity during extreme weather.
  • Localised Capacity Building: Creating inclusive training modules for local authorities and community leaders to manage resilient infrastructure effectively.
  • Integrating WASH and Nutrition: Ensuring that clean water access directly contributes to improved health and nutritional outcomes for impoverished families. 

Call for Collaboration 

The MRD in Cambodia view this project as a Scalable Pilot with significant potential for replication across the ASEAN region. As they finalizse their implementation framework, they are actively looking to expand our network of partners. They are particularly interested in:
  • Technical Cooperation: Exchange of best practices in climate-resilient engineering.
  • Co-investment & Partnerships: Opportunities for development partners or state-owned enterprises to support the pilot’s rollout and scaling.
  • Knowledge Exchange: Learning from other ASLIP alumni who have successfully integrated renewable energy (e.g., solar pumping) into rural water systems.
By showcasing this initiative, Polim Prum hopes to connect with partners who are committed to building resilient, inclusive, and sustainable infrastructure for the most vulnerable community.
